What these tools are for
Mouse sensitivity is the one conversion in this category that genuinely has a correct answer. Every game expresses sensitivity in its own arbitrary units, but they all reduce to a real physical quantity — centimetres of mouse movement per 360° turn — and matching that number across games is what preserves the muscle memory you have built.
Streaming is the opposite: bitrate, resolution and framerate trade against each other and against whatever upload bandwidth you actually have, so there is no single right setting, only a defensible one. Encoding at a bitrate your connection cannot sustain produces worse output than encoding at a lower one on purpose.
